Editor's note: Once a year, the "two sessions" in Beijing kicked off. Public opinion is aggregated here, forming radiation to all directions.

The "two sessions" seem to be far away from ordinary people, but in fact they are closely related to everyone. This is because the topics of the "two sessions" cover all aspects of social life and will have a substantial impact on everyone's work and life. We will try to interpret the far-reaching impact brought by the "two sessions" from the perspectives of, pension, rule of law, innovation, and the coordinated development of Beijing, Tianjin and Hebei. These five aspects also constitute the main tone of Beijing's future new normal.

In the new normal, environmental protection is a sector that cannot be bypassed no matter what. For a long time, the cost of environmental protection has been hidden, which makes us worry that when the cost of environmental protection becomes explicit, it will become a burden to our economic development. But if we give full play to the decisive role of the market, environmental protection can also become a big business through the "invisible hand".

From "pollution first, governance later" to "there is a victory called retreat", the development model at the expense of sacrifice is destined to withdraw from the stage of history. The change from "who pollutes, who controls" to "who pollutes, who pays" is a major progress in the environmental governance model. Whether in the professionalism of pollution control or the controllability of supervision, it is the general trend to introduce market mechanisms and promote third-party governance. The State Council's "Opinions on Implementing Third-Party Governance of Environmental Pollution" was released a few days ago, which further clarified the principles of polluter payment, market-oriented operation, and government guidance and promotion. In the foreseeable future, the vitality of social capital entering the pollution control market will be further stimulated, and the big business of environmental protection will truly open its doors.
